just wondering, you mentioned they were hemmed... was the fabric cut or is it folded and sewn but still there? also the waist measurement taken when laid flat from across. thank you

@babyb69 Hi! The fabric has not been left on the hem. I am 5"3, but wear heels everyday. The waist is about 11.5 inches laying flat, and about 18 inches when stretched. Will probably fit a size 27/28 in jeans.
