Urban Outfitters Black Mini Dress

Black minidress originally purchased from Urban Outfitters, but brand name is Kimchi Blue. Top is similar to a loose popcorn elastic, bottom has two layers (one black and gauzy, one solid black) cut in a relaxed skater skirt/circle skirt style.
