VINTAGE 90s Yellow High Waist Midi Lenght Skirt

Tag says size 13, but it fits much smaller. Waistband measures just over 13" across, would fit a 26 to 27 inch waist. Zipper and button closure in the back, and pockets in the front. 100% cotton fabric. Last picture shows where a small hole has been sewn up right by the slit in the back, but I don't think this would be noticeable when wearing. Otherwise in very good vintage condition. Questions?
