Victorian Reproduction Brooch or Pendant

This brooch - pendant has deep red rhinestones that, I think, are meant to imitate garnets. As a brooch, this piece would set nicely at the top of a button up shirt or blouse. I only could find two letters at the back - top left and they are: F and R (possibly France?)
