Victorian style velvet top

Handmade emerald green vintage jacket. I bought this jacket off of a Ukrainian Etsy seller. Unfortunately it’s too big on me. I thought about tailoring it, but it is such a technically made piece that I can’t figure out how to 😅. I think it is closest to a US size 8-10, but it has no tags.
