Vintage 90s sheer paneled ring print dress L

This amazing vintage 90s dress is a one of a kind find! My mother wore this to her university graduation, and it's been untouched since, so it's in fabulous shape. The under dress is a simple black satin with 3/4 sleeves. The paneled overlay is this amazing sheer stripe with red and white rings woven in. The panels hang loose on front and back. When my mother wore it, she put a silver chain belt over the front panel for a half cinched look, so that's always an option. I couldn't find any care labels, but it feels like polyester to me. Also, although it is from Addition-Elle, it is definitely not in the plus size range, I'd say no more than a large. Measurements below. No marks or flaws. measurements are for the under-dress PTP 23" and pretty much straight up and down length 39" please feel free to ask if there are any other measurements I can provide!
