Excellent condition, beautiful vintage piece! Alexon is a high quality brand made in the UK. This skirt is lined and the measurements are shown. Please be mindful that the 12 is a UK size and the US equivalent is smaller. Typically converts to a 10, but I would say this is probably closer to an 8.
