Vintage Belt Goldplated Flexible Stretch Rhinestone Omega Rare Find

Downsizing my Mother's costume jewelry collection. Well made belt with fine details. Most likely unsigned designer piece, which had a paper tag attached. Features 2 black round Cabochons surrounded with pronged faceted rhinestones. These are the hooks/'buckles'/clasps. Measurements: wearable length is 24". (Can be worn as a necklace too). Great vintage condition with minor age-related wear - can see few dark spots, otherwise gold plating is in great condition. No missing stones. Hooks are in good working condition. Questions?
