Vintage Blue and White Polka Dot Dress

Vintage 1990s possibly homemade dress, blue top with white and blue polka dot skirt dress. Skirt feels like cotton but there is no fabric tag. Excellent used condition with minor pilling on shirt part. Button closure at the back of neck. No size or tags of any kind of the dress, but it fits like a small or medium. Waist is elastic, measures 12 inches flat and stretches to 16 inches laying flat. Bust is 18 inches flat, stretches to 22 inches laying flat. Length from shoulder to hem is 41 inches. Cat friendly, nonsmoking home.
