Vintage DR MARTENS Made In England Black Leather Combat Boots, Sz 3 UK

Vintage DR MARTENS black leather 10-eye combat boots. Made in England "Export Quality", which was a higher quality line. Sold to me as a UK 4. However, I always wear a UK 4 in vintage Docs (Sz 37 or 6.5 in other shoes) and these fit somewhat tight on me. I suspect these are a UK 3 -- see below for measurements.
