Vintage Evening Purse

I must admit, this one has me stumped. It has a very art deco and yet Latin Spanish feel to it. It is velvet on the outsides with a handsewn button snap that is missing its mate (please see photo). Inside there are three compartments. And beside the snap, it is in remarkably good condition. That said, it also feels very old. I have been unable to accurately date it.
