Vintage Floral Maxi Skirt

This skirt gives me 90s vibes however there are no tags to refer to. I'm not sure what kind of fabric this floral beauty is. The material is lightweight and though it does feel silky it is most likely polyester or rayon. On each side, there is a bit of elastic in the waist band for some stretch and comfort as seen in the video. Good condition, with no notable rips or stains. Unsure about the size?
