Vintage Keyman jeans (women)

Vintage deadstock women's Keyman jeans (probably from 1970s), good condition. Not sure what the size is, says 70R but it's not clear what this means, see provided measurements photos. For comparison, my hips are 36 inches and I am unable to put them on (hence why I am selling).
