Vintage 100% cotton cable knit short sleeve from Petite Sophisticate, make in the United Kingdom. This brand closed down in 2006, which is such a shame because their pieces are so well made and timeless. This shade of blue is gorgeous. This is likely from the 1980's and it's in really good condition, save one small imperfection that's pictured. It's a vintage L with stretch, but could also fit a M. See garment measurements for fit.
