Vintage Ruffle High Waisted Skirt

Gorgeous little vintage skirt with flattering ruffle design. It just won’t zip!!! 🫠 Tag says size 8 but I’m a 4-6 and it is too small… Must have been altered by the previous owner. **NOT AN ACTUAL SIZE 4, PLEASE READ MEASUREMENTS** Waist : 15 inches Butt level : 18 inches For the reference I am 5’9 - great length!
