The initials encircling the wheel are I.B. of T.C.W. & H. of A., which stands for International Brotherhood of Teamsters, Chauffeurs, Warehousemen & Helpers of America. This name was used by the union from 1940 to 1991, making this a genuine vintage collectible. The pin is gold-tone metal with blue and white enamel, in good condition with some wear.
