Vintage fancy lead pencil

This is an unusual piece that was given to me with the information that it once belonged to a secretary of a prime minister. Cannot be confirmed! It has a gorgeous inlay and measures only 3.5”. The lead goes into the tip and it screws to lengthen or shorten it. The bottom black piece comes off to reveal a built in eraser. Lovely collector’s piece.
