Vintage orange-red polka dot midi dress

Vintage red-orange dress with black polka dots. Half puff sleeves with accent buttons, midi length, A-line skirt, small shoulder pads to accentuate the puff sleeves. This looks as though it could be handmade, as there is no size tag or care instructions and the seams are not serged. The material feels like polyester. It is semi-sheer, the skirt definitely lets some light through. Sizing is roughly a US 6. It fits bust 35" and waist 27" on my dress form. Ruched front adds volume which makes a flat measurement quite inaccurate. 42"L I have never worn it, like new condition and no flaws that I can find.
