Vintage tea party dress

Unknown make, purchased second hand. Top is black velvet with a bow and bottom is a beautiful blue brocade with hood pattern. Waist is 31 cm at its narrowest, bust is 38 cm, length from top to bottom is 83 cm. I wear an 8 and this is hard to do up.
