I took the measurements with the dress laying flat.
Between the shoulder seams is 12.5 inches
Under arms bust is 18 inches with some play as the bust line falls under the ruching.
Shoulder to waist tie is 14.5 inches.

I took the shoulder to waist tie measurement from the actual shoulder. I’ll give you one from the back of the neck to the waist tie too.
Back neck collar seam to waist tie is 14.5 to 15 inches
