White dress blouse ruffles L

Never worn purchased at insurance sale. High end brand ( tag was cut out) but must be a large. I love it but the shoulders are too big for me. I would guess it is cotton. Fitted in both front and back with bust darts. Even hem that can be worn without touch blouse in. Ruffle down front. Tag was light blue if that helps with maker. Shoulders 16” Pit to pit 21 1/2” Length 24”
