What is the flat across waist measurement? Are there any stains or snags anywhere on the pants?

@vkoo 12 inches across the waist laid flat but the waistband is stretchy! No stains but there is one very small snag on the back right close to the butt. I’ve added a photo but it was hard to capture. Let me know if you need anything else!
