i am going to say yes
my calf is 13 1/2 and i was abje to pinch the boot another 1 1/2 x2
i took a picture and can post it here but i can add it to my listing and you can see what i mean
when you first out them on the top of the foot is a bit tight to pull on but then there is plenty of room and you zip up the 1/2 zipper on the side
