Women’s long short dress/cover up

White with blue stripes, tie waist, button down. I am 510 and this sits just above my ankles. Small stain above pocket, see picture. Discolouring around neck is not obvious on outside of shirt. I have worn both as a dress and open with jeans and a shirt underneath.
