Vintage women’s wrap kilt skirt by Highland Queen Plaid in green and purple. Waist: approx. 25” Wrap skirt so size can be customized by moving the buttons to take in or let out the waist. It looks like a previous owner had moved in the buttons to mak the waist smaller so definitely room to move them back out.
