@staygoldlisa Hello! Yes the fabric is quite stretchy. laid flat from side to side is 15" at the top and 17.5" at the hip. This is meant to be a mid rise skirt.
The mannequin it is on has 36" hips and 26" waist. I can easily put it on and I have a 29" waist, but it gets quote short. hope that helps!
