The jacket is definitely warm/cozy and suitable for this weather if you layer underneath and accessorize accordingly, in my opinion. The measurements are approximately: pit to pit (23”), shoulder seam to shoulder seam (19-19.5”), and shoulder seam to bottom of the sleeve (25”).
