globe2styles @lynnr1960 Hi, it is lined. In one of the pictures you can see a shinier material on the side. It is roughly 25 inches, waist to knee-length. I'm currently out of town, but I can get you the measurement in a week.

globe2styles @lynnr1960 Hi, the measurement is approximately 16 inches waist to bottom of skirt. It has an overlapping flap that splits the skirt like a part and a fabric belt that goes through the loops on the top which you can tie in a bow or take out completely.
