The tool is brand new and functions as both a hair dryer and styler. It was a steal that this was only 18 dollars. I paid about 28 dollars total (including tax and shipping), and it arrived just 2 business days after I ordered it. Magical. This seller packages their goods in bubble wrap and a cute red tissue paper with an adorable sticker holding it together (along with a little note). I adore it. Bravo!
