mokilein @lrfoley yes, i am sure it will fit a full 34 C cup. It also depends on if you wear the padded top that belongs to the dress underneath it or not.

mokilein @lrfoley pants size 27/28 and 34c should fit its roomy but in case of a smaller bust size the fabric wont show emptiness. Plus you can always put in extra push ups in.
