lillylafay @shannonkosub Hi. thanks for stopping by my shop @lillylafay The back is elasticized-see photos.The area Elasticized goes from sideseam to sideseam approx 17”) & stretches about 2” more.The width of the band is about 4” & starts 1” below armhole & is 12 1/2” down from shoulder toward waist. The dress is high waisted. The front is not Elasticized. Unfortunately, I don”t know if this will fit a 16W. If you send more info, I am happy to measure other points.All the Best....LL💕
