Is this preowned or new without tags because the description says both and I’m a bit confused. LOL

It's pre-owned in the sense that I bought it new and have never worn it. I was newer to listing and never relished it. I tried it on and I overestimated my size so it was too big. and since I bought it on clearance it was not returnable. The fabric is new and has never been worn or washed at all. Hope this helps, it really is an adorable dress (I love neon theme and that cute hood)!
