goodness_havens @kittyglitter911 Hi! It definitely fits true to size. I say this because my daughter is in the 98th percentile for height (sigh) and she wore this at 5. Yes, the top has stretch and the straps are even adjustable. The skirt has an elastic waist and the skirt is full.
