VTG Girls A Line Jumper Dress White Tulip w/Gingham Applique Buttons FLAWS Sz ?

This is a vintage girls A line jumper dress from the 80s or 90s. White with green gingham button closure at the shoulders and a yellow tulip and tulip bud applique. There is no size so here are the measurements: Length 23" Chest 13.5" FLAW-There are two tiny pinholes in the front of the dress. See photos.
