A summer maxi dress sz L that is lightweight and silly

This summer maxi dress is lovely. It has adjustable straps, a scoop V-shaped neckline, and a frill lettuce overlay. It is adorned with various coloured flowers, including pink, brown, tan, orange, and white. The dress is 52 inches long when the straps are pulled to their tightest. There are some minor flaws in the neckline. It seems like an easy sewing project, but I am not sure how to do it.
