Like new , NWOT 100 % cotton ****Except chiffon type material inside sleeves to keep them puffy***** Smocked Peplum Sold at Sasks Fifth Ave I honestly do find that the material somehow does not really feel like cotton , I find more rigid than soft cotton . I guess if it was soft cotton ,sleeves might not be able to stay puffy like that .
