coco645 @shelenep It's a drapey, flowy fabric. The stretch comes from the smocked waistband (that gathered elastic part), which is very stretchy and forgiving. The rest of the dress has a loose, flowing fit rather than being stretchy fabric. The deep V and loose bodice also make it accommodating in the bust area because there's plenty of fabric that drapes.
