Beautiful Cleo wrap around dress, NWOT, size xl but fits more like a l

This dress is gorgeous, it features a wrap around style with inside small buttons to hold it in place, the black fabric is velvet and the elastic waist features a black patent leather belt, the sleeves have elastic at the wrist. The dress measures 18.5 inches at bust, waist when extended a little is 18 in and the length is 38 inches. I will accept offers if reasonable. The belt is in perfect condition, I know the one pic looks like some damage but there is none
