Blue and White Off-Shoulder Dress NWT

Chic off-shoulder dress with ruffle details. Features a tie waist and elegant pattern. This is and absolutely adorable dress that is lined. Can be worn slightly on the shoulders or off. The dress is so incredibly soft but unfortunately is a tad too tight on the bust for me. This is a perfect dress for either an event or casual.
