Absolutely! The waist (when laid flat to measure) is approximately 13.5" and the rise is almost the same at just over 13".
I'm typically truly between sizes (4/6), and I would say this fits a 4 in the waist, but a 6 in the rest due to the cut of the leg. Let me know if you have any other questions! :)
