I think maybe the discount kicks in when the price listed is lowered. It looks like when the price on a "liked" item is lowered, you get an e-mail and the discounted shipping applies.

I'll take it for $13 :) I've never sold, so I don't know how hard it would be to officially lower the price, but if it isn't hard, would you mind doing that so I can get the lower shipping price?
