justexchangeit Hi Anastazja, thank yku for liking the beret in my closet. I was away, so delay in responding to you. 🌈 I looked at it and the original measurement was laying flat so when you put it on there is quite a bit of stretch so I would say it would fit 21”.😊 The offer expired but you can send me an offer or like it again.
