@carol831 it’s 23-24 from where the shoulder drops, from the top of the neck 28? They are too short on me by a couple inches but I’m 5”8 and a half 😬 sorry I’m really bad with measurements lol also a helpful tip always Check out the sellers ratings and don’t be afraid of the offer button 👍

@carol831 oh and I would say waterproof but I’ve only wore it the one time in Florence Italy in the rain. We don’t get a lot of rain here in San Diego that’s why I’m selling it 😀
