Are there existing IHL limits on disguising military facilities/ops as civilian? (At a minimum, there are limits on disguising facilities as medical, no?) If so, a starting point could be to agree that AI-based attempts to fool your adversary into thinking a mil target is actually civilian are also against IHL. (The reasoning being, if your adversary thinks you might be fooling them into seeing something as civilian, they may be more likely to strike real civilian targets)
