Yes they can. You can't tell it my looking either. My husband had a pair do that. He had put a pair of new balance up cause they hurt his toe at the time.
got them down a few years later and put them own and they did the same thing. The sole fell apart. They were new when he had put them up. Tell your mom not to worry about it. I'm not.
