I was so fascinated by that belt I did more looking, found several nurses belts with sections like the one you were asking about and they were identified as from the Edwardian age, which was from 1901-1911 but also is applied in a general way for fashions from 1890 to approx. 1917. It was typical for a nurse to wear it throughout her career. They were often given to the nurse by her parents as a gift upon being certified as a nurse. What an amazing find!
