The buyer pays flat rate $6.79 shipping per item unless they bundle multiple items from the same seller. There are different discounts given at different times. The seller isn't required to accept your offer, they can decline or counter. In order to list an item, you hit the sell button and follow the prompts for any items you'd like to sell. 😊
