I am only 5 ft. and chest 34C; and lots of dress turns out too big at the upper body part for me. I understand this is a petite 4, is this a pretty standard petite 4, or is it smaller or bigger, do you know?

I like the colors and am looking for a spring dress for my girl's wedding in March as one of the outfits. Alteration fee can be so expensive, so I am seriously debating ... thanks again.
