midtierlux Hi, I am the seller you bought the ModCloth pets Skirt from. Thank you for your order! But i just found a mistake in description. I had this Skirt in size XS, but I put size S in description.The waist of XS is 25” laying flat, there’s elastic band at the back of the Skirt too. Please let me know if size XS works for you.
