Hi Kathy I wanted to reply below the listing of the raincoat you were inquiring about, the reply button wouldn't work. It's the white and black short raincoat. It is not plastic or vinyl or slicker-like. It's more of a water repellant fabric. Hope that's the answer you were looking for. I'll share it so it will appear at the top of my listings.
